TThe newest GI Bill, known as the Post 9/11 GI Bill, is set to become effective August 1, 2009. It will provide education benefits for those who have served, and/or are serving, a minimum of 90 consecutive days of active duty in the U.S. Armed Forces on or after September 11, 2001.

The VA is not yet accepting applications (April, 2009) but is working to get the processes in place to do so very soon. It is important to understand that this benefit is not retroactive and no benefits will be paid for any training or education that begins prior to the effective date of Aug. 1, 2009. What Will Be Covered in the Post 9/11 GI Bill?

The Post 9/11 GI Bill is the most comprehensive education benefits package to be offered by the Department of Veterans Affairs (VA) since the original GI Bill was developed and signed into law in 1944 for post WWII veterans.

The Post 9/11 GI Bill will pay for up to 36 months of education and up to 100% of tuition (pro-rated based on time served in active duty). It also grants a stipend of up to $1000 per year for books and supplies to those eligible and not currently on active duty. In addition, those who are not currently housed on a military base, may be eligible for a monthly housing stipend.

The tuition and stipends paid by the Post 9/11 GI Bill will vary for each beneficiary according to factors such as the length of post 9/11 active duty service, the state of residence, the cost of the most expensive in-state tuition at a public institution in that state, and the number of units being taken.

The school has to be an approved program offering an Associate degree or higher. Verify that a program is approved at: http://GIBILL.VA.GOV/GI_Bill_Info/programs.htm. There will also be some eligibility for flight training, apprenticeship or on-the-job training programs, and some correspondence or distance learning programs. The details of this are still being worked out.

The bill also provides for up to $1,200 in tutorial services and will pay up to $2000 for one licensing or certification test.

Who is Eligible for the Post 9/11 GI Bill?

Veterans, current Armed Forces members, and Reserve and Guard members who have been activated for more than 90 days since September 11, 2001, who meet all other eligibility criteria are eligible for the Post 9/11 GI Bill.

To be eligible for the full benefit, the service member must have served at least three years of active duty in the post 9/11 era, or have been discharged due to a service-connected disability after 30 days of active service.

At a minimum, the Armed Forces member must have served 30 consecutive days and be discharged with a service-connected disability. Otherwise a minimum of 90 consecutive days of active service is required post 9/11 and one of the following must hold true:

  • Be an active member of the Armed Forces or,
  • Be honorably discharged from the Armed Forces or,
  • Be released from Armed Forces with honorable service and be retired, temporarily disabled, or a member of the Fleet Reserve or Fleet Marine Corp Reserve or,
  • Be discharged or released from the Armed Forces due to:
    1. EPTS (Existed Prior to Service)
    2. HDSP (Hardship)
    3. CIWD (Condition Interfered With Duty)

Can Post 9/11 GI Bill Benefits Be Transferred?

Under specific circumstances, unused benefits may be transferred to a spouse or dependent children. Basic criteria for transfer after August 1, 2009 states the eligible member must have served six years of active duty and agree to serve an additional four years of active duty in order to be eligible to transfer unused Post 9/11 GI Bill Benefits. The DoD (Dept. of Defense) reserves the right to impose a minimum of 18 months of benefits be transferable.

When Does the Post 9/11 GI Bill Benefit Expire?

The Post 9/11 GI Bill will allow Armed Forces members and veterans to use the benefit (until the 36 month maximum benefit is reached) for 15 years from the date of discharge or date of separation from active duty.

Those who are eligible for the Post 9/11 GI Bill and have been using the Montgomery GI Bill, will be allowed to make an irrevocable election to receive the Post 9/11 GI Bill benefits. Any benefits received under the Montgomery Bill will not count against the Post 9/11 benefits.
